Blogger Outreach. When I look into IBM’s search tooling to find good linking opportunities, blogs dominate the listings. For a large swath of the keyword landscape, the best and brightest bloggers have a lot of domain authority. Perhaps one of your SMEs follows and is followed by the blogger you want to target.

So you're looking at the top keyword that you want to rank for, and going in Google Search Console or checking tools like Keyword Explorer to see what other pages on your site rank for that keyword, and then adding links to the new content to those pages.
