I started in SEO in 2012, right around the time of Penguin, and so I did a lot of cleanup of so many spammy links. I think that's stayed true over the last couple of years, links that haven't been cleaned up. Some people are still doing these kinds of low-quality link building techniques that actually could get you penalized.
