Ideally, it’s from the start on the first day you activate your CRM. As an example, if you have HubSpot for marketing automation and Salesforce.com for CRM you can very easily (no customization required in fact) allow for new people to be passed into Salesforce.com as a contact and bypass the Salesforce.com leads object entirely.
