There were amendments (ADAAA) made to the law in 2008 (in effect 2009) to extend its reach to provide better accommodations. Not having a wheelchair ramp can be classified as denying service, as can having bushes blocking the wheelchair ramp. The ADA is a law that has been around for 32 years, since July of 1990.
