If your subject matter expert is also your PMO, you are either over-paying for PMO help (bad) or being undercharged by your SME (good job!). Therefore, the business goal is to mix shift the segments! I think the goal is to grow the entire pyramid and optimize the experience for each segment. I think this is the wrong goal.
